Nonetheless, no comprehensive work has been done in the area. Many of the scholarly works done on the Niger Delta was centered on the major groups to the detriment of minor groups like Odual and Abua and their contributions to economic, political and social developments of the region, and how they survived such relationship with major neighbors, hence the need for this study. The study adopted the use of both primary and secondary sources, in generating the required data. It also made use of the interdisciplinary approach to further enrich the available historical data. To ensure validity of data, all the sources were cross examined before conclusions were made. The findings revealed that, Odual and her neighbors have long years of relationship influenced by historical ties, cultural affinities, boundary demarcations, trade, marriages, markets and political divisions for administrative convenience. Furthermore, the colonial and post-colonial eras of Odual relations with her neighbors resulted to increased volume of trade, markets, marriage contracts, socio-cultural ties, common language, political and economic co-operation, migrations and settlements which eventually culminated to land disputes, political marginalization and balkanization, deprivation and total neglect. The relationship between Odual and her Abua neighbours was not devoid of wars and conflicts but in such times, the use of diplomacy, dialogue and tolerance by the Odual group ensured peace. Nevertheless, the researcher recommended a holistic study of all groups in the region, as well as advocate for the abhorrence of internal colonialism, use of diplomacy and dialogue to resolve differences amongst groups within the region.</p> Dr. B. The approach in this research is quantitative. The research method isex post factoand correlational research design.The data analysis technique used is multiple regression. The results showed that (1) the work environment has a positive and significant effect on the quality of academic services at the Faculty of Fisheries and Marine Sciences, State University of Gorontalo, with a coefficient of determination of 0.255 which means that it is 25.50% at an alpha of 0.05. (2) Organizational commitment has a positive and significant effect on the quality of academic services at the Faculty of Fisheries and Marine Sciences, State University of Gorontalo, with a coefficient of determination of 0.375 which means that it is 37.50% at an alpha of 0.05. (3) The work environment and organizational commitment together have a significant effect on the quality of academic services at the Faculty of Fisheries and Marine Sciences, State University of Gorontalo with a coefficient of determination of 63.00% at an alpha of 0.05. This study uses a qualitative research approach. Furthermore, the data explored includes primary data and secondary data. Data collection techniques are in-depth interviews, observation, and documentation. The results of the study show that the location of the building, the beauty of the building, the atmosphere and comfort of the building are in line with student expectations. The aspect of the friendliness of the service staff is quite good, the complaints of the research students found that there were still many students who complained about the services provided, the attitude of the service staff was good and always paid attention. The speed aspect of service personnel is still not good. Reliability shows that it is in accordance with the procedure but there is no regulatory service standard or SOP. This study aims to analyze the implementation of the work performance measurement policy (SIRANSIJA) at the Gorontalo Provincial Civil Service Agency, which is studied from the implementation process and policy objectives. As well as to find out what factors influence the implementation of work performance measurement policies (SIRANSIJA) at the Gorontalo Provincial Civil Service Board which is studied from Communication, Resources, Disposition and Bureaucratic Structure. The research method uses a qualitative descriptive approach, namely providing a careful and factual description of the object of research. The results showed that, First, the implementation of the Work Performance Measurement System (SIRANSIJA) was good, although in the implementation there were also found several disciplinary violations in the form of presence discrepancies in the Siransija Application. Service Quality in Improving Community Satisfaction at the Population and Civil Registration Service in Bone Bolango Regency, Gorontalo Province, 2) The determining factors in increasing community satisfaction at the Population and Civil Registration Service in Bone Bolango Regency, Gorontalo Province on an ongoing basis.</p> <p>The approach used in this study is qualitative with qualitative methodsdescriptive. The research informants consisted of officials and apparatus at the Population and Civil Registration Office of Bone Bolango Regency and the community.Data collection techniques were in the form of observation, interviews and documentation which were then analyzed using Miles and Huberman's concepts consisting of data collection, data editing, data presentation and verification. The conclusions of this study are: 1. Service quality in increasing community satisfaction at the Population and Civil Registration Service in Bone Bolango Regency, Gorontalo Province is in accordance with the Standard Operating Procedures indicated by: a). The service procedures used are in accordance with the Standard Operating Procedures (SOP), but still need to be optimized, b). Service completion time has been fulfilled, but still needs to be maximized, c). the service fee for managing population documents, especially KTP and KK, is free, d). Service products owned by the Bonebolango Population and Civil Registration Office total 20 types of services, e). Owned facilities and infrastructure are sufficient but still need to be improved, and f). The competencies of service delivery officers are more dominant are undergraduate and senior high school, and 2. the determining factors in increasing community satisfaction at the Population and Civil Registration Service in Bone Bolango Regency, Gorontalo Province, have supported this as proven by: a). the organization owned by the Department of Population and Civil Registration is appropriate, because there is an organizational structure of the Service, but it is not optimal because there is still overlapping in the field of technical personnel, b). The leadership possessed by the Head of Service is one of the determining factors for success in increasing community satisfaction, because many changes have been made and have a democratic leadership spirit, c). the abilities and skills possessed from the aspect of educational background are in accordance with the standards, but from the aspect of skills and skills that still need to be improved because there is still a lack of civil servants in the field of technical operators, and d.) The approach in this research is quantitative. The research method is ex-post facto with an associative research design. The data analysis technique used is multiple regressions. The results of the study show that (1) the quality of financial reports has no significant effect on the accountability of regional financial management in the Gorontalo city financial institutions (2) the implementation of the internal control system has no significant effect on the accountability of regional financial management in the financial institutions of the city of Gorontalo. (3) The application of the Regional Government Accounting System has a positive and significant effect on the Accountability of Regional Financial Management in Gorontalo Municipal Financial Institutions (4) The Quality of Financial Reports, the Implementation of the Internal Control System, and the Application of the Regional Government Accounting System together have a positive and significant effect on Management Accountability Regional Finance in Gorontalo City Finance Agency, with a coefficient of determination of 0.818. This value indicates that 81.8% of the variability of Regional Financial Management Accountability can be explained by the Quality of Financial Reports, Internal Control Systems, and Local Government Accounting Systems. The approach in this research is quantitative. The research method is ex post facto and correlational research design. The data analysis technique used is multiple regression. The results of the study show that (1) Educational qualifications have a positive and significant effect on the performance of Gorontalo Municipal Government Primary Senior Officials with a partial coefficient of determination (R2) of 8.40%. (2) Competence has a positive and significant effect on the performance of Gorontalo City Government Pratama High Leadership Officials with a partial coefficient of determination (R2) of 71.00%. (3) Educational and Competency Qualifications simultaneously have a significant effect on the performance of Gorontalo City Government Primary Senior Officials with a simultaneous coefficient of determination (R2) of 79.40%. The approach in this research is qualitative. The research method is descriptive. The research design is a survey conducted through interviews and observation. Data analysis techniques use the Miles and Huberman approach through Reduction, Presentation and Drawing Conclusions and Data Verification.</p> <p>The results of the study show that in the Quality of Development Planning in encouraging the achievement of Performance Accountability the Gorontalo Provincial Government is still not fully oriented towards performance/results, so it still needs to be supported by a clear, focused and directed performance description on the development planning document entity starting from Goals and Targets, Indicators , Performance Targets, and Development Programs. The quality of Development Planning towards achieving Performance accountability is reflected in the determinant factors, where the most crucial is in terms of Resources, which in general in terms of HR competencies are sufficient, but in terms of number and capacity that have not been fulfilled and there is no instrument in terms of control performance targets to maintain planning and budgeting consistency. The leadership factor is also important for building cross-sectoral collaboration and synergy, which has so far been carried out partially. The research method is descriptive qualitative. Data collection was carried out using interview techniques, observation and documentation studies. Data analysis techniques in this study were carried out by data reduction, data presentation and conclusion/verification.</p> <p>The results showed: 1)reliability and empathy (attention) on the quality of administrative services in increasing public satisfaction at the Secretariat of the Gorontalo Governor's Office can already be realized optimally. While responsiveness, assurance, and tangible (physical evidence) on the quality of administrative services in increasing public satisfaction at the Gorontalo Governor's Office Secretariat have been realized, but not yet optimal; 2) the determinant factor of the quality of administrative services in increasing public satisfaction at the Gorontalo Governor's Office Secretariat is the capability factor of the apparatus which is a supporting factor for the realization of the quality of administrative services in increasing public satisfaction at the Gorontalo Governor's Office Secretariat. Among the observed patients, there were 12 men and 8 women. All patients were divided into 2 groups: main and control: the first (main) - 10 patients against the background of traditional methods of treatment (antibiotics, non-steroidal anti-inflammatory drugs, antihistamines) used actipol, the second (control) - 10 patients treated with traditional methods of treatment.
